When should I use a thread forming or thread cutting screw?

Pontoon boat and I want to ride a pager on my console. I think the console is fiberglass that is approximately 1 / 8 inch thick. The locator is a mounting bracket with four holes in it to insert the screws (No screws included with the stand). The holes can have a # 8 or # 10 screws. After a quick check of the hardware, I could use (A) with the machine screw nut, (b) formation of thread, or (c) cutting screw threads. The thread of the threaded bolts training and interested me. When is it used?
